Naval Station Newport BAH Rates 2026

Naval Station Newport's BAH covers Newport County, Rhode Island. The rates are high — an O-3 draws $4,137 — and they are nowhere near enough: at the median Newport home, an **E-4 is short $5,243 a month.** Newport city is not a buying market for anyone on this page. Middletown and Portsmouth are the real question, and there is a financing quirk here that makes your VA entitlement worth more than it is almost anywhere else in the country.

How BAH Is Calculated Here

The survey samples Newport, Middletown and Portsmouth rents, sets medians for six housing profiles, adds utilities, and assigns each paygrade a profile.

Median, not ceiling. Rises mid-tour, never falls.

Rhode Island's property tax needs a caution attached. The published FY2026 residential rates are Newport $8.69 per $1,000, Middletown $9.06, Portsmouth $13.28 — which looks like Portsmouth taxing you half again as much. It almost certainly is not. Rhode Island municipalities revalue on staggered three-year cycles, and each town's nominal rate applies to its own assessment base as of its last revaluation. Portsmouth's higher rate most likely reflects an older, lower base. The three numbers are not comparable to each other, and none of them is the effective rate on a current purchase price. Ask the town assessor for the current assessment-to-sale-price ratio before you compare towns on tax rate.

The figures below use each town's nominal rate, which is the honest available number and is noted as such.

Portsmouth runs close to Middletown at a $689,544 median. Neither closes the gap.

The hurricane deductible is the line to read twice. Rhode Island is one of nineteen states with hurricane deductibles. The trigger is a National Weather Service hurricane warning for the applicable part of the state — not landfall, not a wind-speed reading — and it stays in effect for 24 hours after the last warning. State law caps the total deductible at 5% of the insured value. On a $700,000 dwelling limit that is $35,000 out of pocket before wind coverage pays anything; at 2% it is $14,000. That sits on top of a separate NFIP flood policy, which this coastline will require. The statewide average premium of $2,421 on $300,000 of coverage badly understates Aquidneck Island, and coastal properties declined by standard carriers land in the Rhode Island Joint Reinsurance Association, where the hurricane deductible is mandatory.

Now the financing quirk, and it is genuinely useful. Newport County is not a high-cost area. The 2026 conforming loan limit here is $832,750 — the national baseline. No Rhode Island county carries a high-cost designation. Newport city's median sale price sits roughly $185,000 above the conforming limit, which means a conventional buyer at the local median needs a jumbo loan, with jumbo underwriting and a real down payment.

A VA borrower with full entitlement has no loan limit at all and can buy above $832,750 with zero down. Compare that with Fairfax County, where the limit is $1,249,125 and the median is $749,000 — the limit never binds. Here it binds hard. Your entitlement is worth more in Newport than in almost any market on this site, purely because of where the conforming line falls. The practical constraint remains your lender's overlays, not the VA's rules.

A VA service-connected disability rating waives the funding fee — about $142 a month at the Newport median.

How It Compares

Rent data here needs a warning rather than a number. The available three-bedroom figure for Newport County is about $4,164, but that is scraped from active listings, and in Newport County a large share of active listings are furnished seasonal inventory priced per peak month. Treat it as unreliable for a year-round renter. No source we found isolates year-round unfurnished rent for this county.

That is not a data-quality footnote. It is the market.

Roughly one-fifth of Newport's housing stock — about 2,500 of 13,250 units — is seasonal or short-term rental, including approximately 1,850 seasonal rental properties. The city clerk named the problem directly in public testimony, citing military families and Salve Regina students without housing. And the local convention is the winter rental: leases running September or October through May or early June, so the owner can flip the unit to vacation rates for the summer. Winter rentals pay the landlord more per month than a twelve-month lease, so twelve-month leases are scarce and priced accordingly.

The PCS consequence is specific and it is bad. Report in June, July or August — the normal summer rotation — and you arrive at the thinnest year-round inventory of the calendar, competing with peak tourist pricing, and much of what is available will only be offered through the following May. That is a lease that expires in the middle of your tour.

Buying does not solve it either, because you cannot make the house pay for itself after you leave. In Newport's residential zones R3 through R160, rentals under thirty days are prohibited unless the property is the owner's primary residence. An owner living in the home may rent up to two rooms to no more than four people. Non-owner-occupied short-term rentals are prohibited in residential zones outright. Fees run $500 a year for a home occupation and $1,000 per unit for non-home occupation, with certificates running 1 June to 31 May.

What to do with this: rent, and start looking earlier than you think you need to. If you are on summer orders, begin the search in late winter when the next winter-rental cycle is being set, and push hard for a twelve-month lease even at a premium — a mid-tour move in this market is worse than paying more now.

Buying at these prices requires a reason beyond housing: a spouse's career anchored to Aquidneck Island, an assignment chain that keeps you here, or a deliberate decision to hold Rhode Island real estate. The price where BAH covers the whole payment is $327,802 for an E-5 and $409,289 for an E-6 — figures that buy nothing in Newport County and are listed only to show the size of the gap. Run your own numbers in the BAH calculator.
