Seymour Johnson AFB BAH Rates 2026

Seymour Johnson's BAH covers Goldsboro and Wayne County. From E-7 up it covers the entire payment on a median-priced Goldsboro home. That is a better result than most installations manage — and it comes attached to the thinnest resale market on this site, in a town whose flying mission has an open question on it until 2028. Both halves matter.

How BAH Is Calculated Here

BAH here is set from a survey of Goldsboro-area rents, sorted into six housing profiles with average utility costs layered on, one profile assigned per paygrade. Your rate is the median cost of your profile — not a national figure, and not an estimate.

The rate is a median, not a ceiling. Half the qualifying homes in Wayne County cost more than what you are paid.

Your rate cannot fall while you are assigned here. A lower survey next year hits new arrivals, not you.

The Goldsboro-specific wrinkle is on the tax side. Wayne County revalued in 2025, and the City of Goldsboro cut its nominal rate 13.5 cents — from $0.825 to $0.69 — while setting it 13 cents above the revenue-neutral rate. That is roughly a 22% real increase, dressed as a tax cut. Inside city limits you are paying the county's $0.6259 and the city's $0.69 on top of each other, which is why the tax line below is materially higher than Fayetteville's despite Goldsboro being the cheaper town.

What BAH Actually Covers at Seymour Johnson AFB

The median Goldsboro home sold for $215,357 in August 2026 (Redfin), at $141 a square foot, down 3.2% year over year. With a VA loan at 0% down and the 6.77% thirty-year rate, funding fee financed:

Monthly
Principal & interest$1,430
Property tax (county 0.6259% + city 0.69%)$236
Homeowners insurance$317
Total$1,982

E-5$1,521Short $461
E-6$1,950Short $32
E-7$2,052Covers, $70 left
O-3$2,226Covers, $244 left

The gap between E-5 and E-6 is the sharpest on this site — $429 a month across one promotion, because that is where the housing profile changes. If you are an E-5 with a promotion board in sight, that single step moves you from $461 short to $32 short.

The insurance figure is the North Carolina statewide average on $300,000 of dwelling coverage and is inflated by coastal risk; Goldsboro is fifty-five miles inland. Get a real quote.

A VA service-connected disability rating waives the funding fee, worth about $30 a month here.

How It Compares

Here is the part that does not show up in the payment tables.

Goldsboro three-bedrooms rent for about $1,650 (Zillow, July 2026) — higher than Fayetteville, in a town where homes sell for $24,000 less. That inversion is what a base-constrained rental market looks like: not enough year-round rental stock for the airmen who want it, so rents hold up even as sale prices fall.

It cuts both ways. It is the strongest argument for buying here — rent is genuinely expensive relative to the purchase price, and owning costs only $332 a month more than renting, the narrowest real gap of any inland market on this site. Buying passes renting at about month 81, just under seven years. For a market this cheap, that is a good number.

But the exit is the problem. Goldsboro sold 87 homes in August, down 9% year over year, with homes sitting 60 days — up from about 41 a year earlier — while prices fell 3.2%. That is roughly one-ninth Fayetteville's transaction volume, slowing and softening at once. On a three-year PCS clock, you are not choosing between a good sale and a great one; you are accepting real odds of carrying the house past your report date.

And the mission is not fully settled. The FY2025 budget proposed eliminating an F-15E squadron here — about 520 positions. In August 2026 Senator Budd announced confirmation that Seymour Johnson will receive modernized F-15EX aircraft through the FY2027 budget, and the Air Force Secretary pledged no reduction without replacements in place. That is genuinely good news. But the same release describes a potential future relocation of F-15E aircraft to support an Air Force Reserve mission, with a final decision expected in fall 2028, and the F-15EX delivery itself depends on congressional authorization and appropriation. A decision that moves base population lands inside a normal mortgage hold.

What to do with this: the monthly math says buy, and for an E-7 or above with a long runway here, it is a reasonable call. The exit math says be honest about the odds of selling on schedule in an 87-sales-a-month town. If you buy, buy something you would be willing to rent out rather than sell — and price it as if you will have to. The house that covers an E-5 entirely runs $155,698; for an E-6, $211,156.
